Evidence submitted by the British government in court today proves, beyond any doubt, that Boris Johnson has been point blank lying about the degree of certainty Porton Down scientists have about the Skripals being poisoned with a Russian “novichok” agent.
Yesterday in an interview with Deutsche Welle Boris Johnson claimed directly Porton Down had told him they positively identified the nerve agent as Russian:
You argue that the source of this nerve agent, Novichok, is Russia. How did you manage to find it out so quickly? Does Britain possess samples of it?
Let me be clear with you … When I look at the evidence, I mean the people from Porton Down, the laboratory …
So they have the samples …
They do. And they were absolutely categorical and I asked the guy myself, I said, “Are you sure?” And he said there’s no doubt.
I knew and had published from my own whistleblowers that this is a lie. Until now I could not prove it. But today I can absolutely prove it, due to the judgement at the High Court case which gave permission for new blood samples to be taken from the Skripals for use by the OPCW. Justice Williams included in his judgement a summary of the evidence which tells us, directly for the first time, what Porton Down have actually said:

16. The evidence in support of the application is contained within the applications
themselves (in particular the Forms COP 3) and the witness statements.
17. I consider the following to be the relevant parts of the evidence. I shall identify the
witnesses only by their role and shall summarise the essential elements of their
evidence.
i) CC: Porton Down Chemical and Biological Analyst
Blood samples from Sergei Skripal and Yulia Skripal were analysed and the
findings indicated exposure to a nerve agent or related compound. The samples
tested positive for the presence of a Novichok class nerve agent OR CLOSELY RELATED AGENT.
The emphasis is mine. This sworn Court evidence direct from Porton Down is utterly incompatible with what Boris Johnson has been saying. The truth is that Porton Down have not even positively identified this as a “Novichok”, as opposed to “a closely related agent”. Even if it were a “Novichok” that would not prove manufacture in Russia, and a “closely related agent” could be manufactured by literally scores of state and non-state actors.
This constitutes irrefutable evidence that the government have been straight out lying – to Parliament, to the EU, to NATO, to the United Nations, and above all to the people – about their degree of certainty of the origin of the attack. It might well be an attack originating in Russia, but there are indeed other possibilities and investigation is needed. As the government has sought to whip up jingoistic hysteria in advance of forthcoming local elections, the scale of the lie has daily increased.
On a sombre note, I am very much afraid the High Court evidence seems to indicate there is very little chance the Skripals will ever recover; one of the reasons the judge gave for his decision is that samples taken now will be better for analysis than samples taken post mortem.

We use PR to elect MEPS.
We use a slightly different form of PR in our three regional parliaments.
It is over time it was introduced in to the general election to break the power of the two main parties – as the SNP was able to do in the Scottish parliament,
21 European countries use PR as do many – probably the majority – of other democracies.
NZ moved from FPTP to PR some years ago for instance.

This morning I watched the Oksana Boyko interview with the father of Alexander Litvinenko in the light of the Skripal narrative. Walter is a doctor by profession and he firmly believes that the CIA and MI6 are behind the death of his son and suspects the same in the most recent case if it turns out that the Skripals were poisoned. He reflects the mood of Russia (only 3% of the population think that Putin may have had anything to do with the Skripal poisoning). It is hardly surprising that we do not hear of Walter Litvinenko and his point of view here in a countries where everything bad that happens is blamed on Russia.

I saw that too and in it, it was revealed that, according to one poll, 43% of the British public think that Russia is a threat to the UK, whereas (according to another poll), only 6% of the Russian public think that the UK is an enemy of theirs. All I can say is those poor saps in Russia need educating on the vitriolic levels of Russia hating that goes on in what passes for the “free” press and TV in Britain.

Another interesting, though diverse and almost insignificant, point from the interview is the pronunciation of the surname Litvinenko. We stress the last syllable (Oh) whereas it is clearly unstressed and should sound more like a soft A (Ah), i.e. pron: Litvinenkah.

Sorry, that is not true when compared to first past the post. The reason is simple, FPTP often forces you to try to vote strategically, if you hate the Conservatives and most like the Green party a sensible voter is likely to vote for whoever will beat the Conservatives and the Green preference is never acknowledged. At least with AV you can actually vote with your intentions and put Greens first and your “Conservative hate vote” second. This means that minor parties will always stay minor until huge social pressure builds up. There are certain situations where AV gives weird results, but these are rare and FPTP is worse. In fact there is no perfect system, see Arrow’s impossibility theorem.
Even more importantly, by voting against AV, people voted for FPTP in the minds of the Establishment and therefore the media. Neither Labour or the Conservatives have any intention of changing the system that benefits them. Therefore the chance will not occur again in the foreseeable future.

I don’t believe the Press has voluntarily dropped the Skripal story. There was virtually nothing in the Times on Saturday for instance. It is completely out of character for the UK media to let it go like this. I think pressure has been brought to bear.

This is my point, there is some sort of blackout being imposed on the story. This is not just disinterest by the press. In normal circumstances there would be at least a two page story and a map showing the contaminated areas, but some “informed” opinion.

I am still puzzled as to what made Macron change his mind, after France’s initial response to the poisoning was that they would wait to study the evidence. This is the report that appeared in Euronews from a Reuters correspondent on 15 March:

The author asks who is the photographer in the mirror and that his business there is not know. He also notes that there are two glasses and a bottle on the table. He also says that there is at least one person who does not drink beer.
My take is that they have just sat down in the restaurant for an appetizer. It looks like Yulia is drinking something like Irish Coffee. As well as the bottle on the table there is a bottle on ice to the left. Looks like they might be settling down for a session! Photos I’ve seen of Zizzi’s do not make it a likely candidate nor those of The Mill. Surely someone from Salisbury knows where it is.

there is only a part reflection of the photographer in the mirror comparing photos I would say it was most certainly him.
If you are still looking for the make of wine the photo in the link below shows the full label. The name begins with TA… and it has a logo of a bulls head, (so probably of Spanish origin), in the centre top of the label very similar to “Toro Loco” wines, sold in many places including Aldi. However, and even though the photo isn’t good enough to successfully zoom it doesn’t appear to have the iconic corkscrew underneath the head part of the Toro Loco brand logo so it probably not Toro Loco merely a copycat.

The British public telephone is two years short of a century old. The Salisbury Hospital has dismantled the outdoor models because it is now possible for patients to receive and make telephone calls from their bedside. The hospital has contracted with a company called Hospedia to provide patients with personal access to telephones (television, internet, games too). The patients must pay.
The business of overcharging them for incoming and outgoing calls was such a corrupt scandal, Hospedia’s predecessor company went bankrupt. The Royal Bank of Scotland took over the assets, and then went even more corruptly bankrupt itself. So the bank sold the hospital telephone business to Marlin Equity Partners. That company presently controls most British hospital patient telephones; it is an American group specializing in investment in signal and cyber operations of every sort. It is based in Los Angeles and London.
If you are Yulia Skripal, you are likely to want to use Salisbury Hospital’s Hospedia telephone system to call home in Moscow. There she has a family consisting of a grandmother and a cousin; an uncle lives in St. Petersburg and another cousin in Primorye. All of them have been identified by name and address in the Russian press. Yulia Skripal also has a fiancé with whom she was living, and about whom considerable detail of his marital intentions, occupation, mother, father, home address and black Land Rover have also been published. Their 90-second telephone call before Yulia took off on her fateful Aeroflot flight to London on March 3 has been published. So have details of her father Sergei’s request that she bring him packages of kasha and bay leaf in her luggage. Even the address of the pet hotel where Yulia Skripal’s dog Noir is staying at Rb800 per day is reported in the free Russian press.
Two Moscow reporters have specialized in this investigation – Lev Speransky and Yekaterina Sveshnikova. They have also published excerpts from the Skripal family photo album. Their evidence is that Yulia Skripal is human enough to want to call home.
However, she cannot do so. Salisbury Hospital officials, who have confirmed her capacity to listen and speak by telephone, will not say why.
On March 22, a High Court judge ruled in London that Yulia Skripal was almost totally incapacitated. She was alive, comatose, stable medically, but “unable to communicate in any meaningful way… It is not possible to say when or to what extent Mr or Ms Skripal may regain capacity.” For the court judgement, click to open. High Court Justice David Williams (right) repeatedly decided he knew what the Skripals would want if they could talk. He wrote that they “would wish for the further analysis [of blood samples]”; that testing for poison was what they “would wish be conducted and they would want to assist in that by providing samples”; that they “would be likely to want to support the work of the international body [Organization for the Prevention of Chemical Weapons] set up by international law knowing that its processes are unimpeachable”; and “they would want to support the UK Government in taking steps on the international plane to hold those responsible to account.”
Despite this volubility of the Skripals, the judge didn’t say whether they would wish to use the telephone to take a call or make a call with their next of kin. He ruled instead that in their comatose state, “it did not appear practicable or appropriate to seek the views of others who might be interested in the welfare of Mr Skripal (his mother perhaps) or Ms Skripal’s (perhaps a fiancé).”
Williams wrote that on March 22. Three days later, Speransky and Sveshnikova reported in Moskovsky Komsomolets (MK) how the court and the hospital could get in contact with both Skripal’s mother, Yulia’s grandmother, and Yulia’s fiancé. By then, and for several days earlier, Yulia’s Moscow cousin Victoria Skripal had reportedly made telephone contact with Salisbury Hospital and with the Russian Ambassador to the UK, Alexander Yakovenko. Yakovenko requested proofs of Victoria’s identity and relationship, and Victoria has told reporters Speransky and Sveshnikova that she provided them.
Justice Williams also ruled there was no legal obligation for the Russian Embassy in London to be informed by the hospital or the government “pursuant to Articles 36 and 37 of the Vienna Convention on Consular Relations of 24 April 1963 as Ms Skripal is a Russian national.” The reason the judge gave was that because Article 37 had not been incorporated in domestic British law, it did not apply to the case of Yulia Skripal.
Noone in court challenged this. Neither the court-appointed lawyer for Skripal, Vikram Sacheva, nor the judge appears to have known that a bilateral consular convention between the United Kingdom and the Soviet Union was ratified by the British parliament and became legally binding domestic law in 1968; it is much more explicit than the Vienna Convention. The treaty text, signed in Moscow in 1965 and presented to the House of Commons in November 1968, can be read here.
Russian Embassy access to Yulia Skripal is required by Articles 30, 31(f), 35 and 36. The last of these is the most explicit. In British statutes the word “shall” means must — obligatory, mandatory, required, no discretion allowed.

Article 36(1)(a) makes it illegal under British law for the British Government to prevent Russian Embassy officials from having access to Yulia Skripal in hospital directly or indirectly. One of the indirect measures the Russian Embassy has yet to take is the engagement of British lawyers to represent her in a court action for habeas corpus and to require the Home Office to justify to a judge the restrictions they have imposed on Skripal at the hospital; for details, read this.
The second sub-section of the Article makes it illegal for the Salisbury Hospital to prevent Yulia Skripal communicating with Russian Embassy officials in London and their lawyers, or vice versa.
On March 29, the hospital reported she was “improving rapidly and is no longer in a critical condition. Her condition is now stable. Her father remains in a critical but stable condition.” The British state radio has reported “separate sources that Ms Skripal is conscious and talking.”
Following these reports, the head of the hospital Cara Charles-Barks (right) and her two press spokesmen were asked what telephone contact Yulia Skripal has made with her next of kin in Moscow. They are refusing to answer. They were also asked to clarify the hospital’s policy on contact between patients and next of kin, and to give their legal authority for blocking communication between Yulia Skripal and her next of kin in Russia. They do not reply.
Yesterday Speransky reported that cousin Victoria Skripal is applying for her international passport so she can travel to Salisbury. She has yet to file for a British visa. “I hope I will be able to understand something there on the place,” Victoria Skripal told the newspaper.

We have all noted how diplomatic language is very carefully phrased to tell only that part of the truth we are supposed to know. Russia has been careful to state on various forums, that Russia destroyed its stock pile of chemical weapons, supervised by the OPCW and that it does not have Novichok and Russia is not developing it.
At the time the Russian chemical stockpile was destroyed, Novichok was not listed as a specific chemical weapon. And Russia may well be telling the truth when it says it does not have chemical weapons now and Russia is not developing Novichok, but what if Syria is doing it for them, by proxy? Then they would still be telling the truth, just not all of it.
As I pointed out previously, the SSRC laboratory (known as CERS) in Syria has long been accused of having a chemical weapons research programme. “Jane’s Information Group Intelligence Services and other analysts believe [CERS] is responsible for research and development of nuclear, biological, chemical and missile technology and weapons, including ballistic missiles, as well as advanced conventional arms. I am not saying Russia carried out the attack, I still cannot hazard a guess who did it as it does not make sense on any rational level for anyone to have done it. Neither side seems to me to be telling the truth about the events surrounding it. My sister and my son represent totally opposite sides of the political spectrum. Both believe it was the work of rogue elements in the Russian secret service.

Both Russia and Syria have bent over backwards to get proper Chemical Weapons investigations done in Syria, time and time again.
The reason Russia vetoed that resolution was because of the way it was worded, and the way investigations were done.

I don’t think there is much possibility that Syria is developing chemical weapons… not with Israel next door. Take into account that the Russian vetoes against the OPCW investigating the various alleged uses of CWs by the Syrian state (or by the Assad regime whichever if you prefer) is not an outright veto on the basis of nothing more than because they can, but a caveated one since Russia has tried to include conditions that would make the investigation more open, independent, and fairer and not just another exercise by the West so as to give another excuse for them to bomb Syria and force regime change as they did with Iraq, Libya, etc.
By a piece of detective work I am pretty sure that the photograph of the Skripals without metadata was taken in The Mill at The Maltings, Salisbury. One reason metadata may have been removed is to prevent anyone from knowing the time of the photograph. What can be understood by “several hours” or “a few hours” before they were found on a bench is anyone’s guess. Is it two hours, twenty four hours or what?
The giveaway is the half-pint glass in Sergei Skripal’s hand. It has a distinctive vertical red logo with white letters and is a Peroni Nastro Azzurro half-pint glass like these.

My tiny local local pub sells Peroni; whether they sell Perroni Azzuro I’ll check next time I’m there.
But seeing as ‘Nastro Azzurro (5.2% ABV) was the 13th best-selling beer in the United Kingdom in 2010’, it would be very surprising if only certain pubs sold it. I’ve checked pubs in Salisbury on the internet, trying to get pics of their interior, but there are only a handful on the web I could find, and none matched the picture.
I’m sure there are many more pubs in Salisbury than those, especially as it’s such a military area, with bundles of thirsty squaddies around.
Anyway, I’ve emailed the ‘Mill’ the picture and asked if it is their establishment, or if not do they know where it is.

I didn’t pay much attention the first time but this time is scares me how much control and influence our government has over the whole process. Why on earth did the OPCW not just turn around and say we don’t work that way, we work to a set of internationally agreed procedures and they will not be changed just because you are accusing Russia and want them excluded from it. I wonder if Russia might see it as something they have to escalate just to make the countries sitting on the fence stand up and be counted. They obviously let it go last time because they were winning in Syria. But they can’t let our government win this and start a new cold war. They just aren’t going to let the west tear them apart from inside with act of terror and propaganda. This could be really bad.
