Boris Johnson A Categorical Liar 1859

Evidence submitted by the British government in court today proves, beyond any doubt, that Boris Johnson has been point blank lying about the degree of certainty Porton Down scientists have about the Skripals being poisoned with a Russian “novichok” agent.

Yesterday in an interview with Deutsche Welle Boris Johnson claimed directly Porton Down had told him they positively identified the nerve agent as Russian:

You argue that the source of this nerve agent, Novichok, is Russia. How did you manage to find it out so quickly? Does Britain possess samples of it?

Let me be clear with you … When I look at the evidence, I mean the people from Porton Down, the laboratory …

So they have the samples …

They do. And they were absolutely categorical and I asked the guy myself, I said, “Are you sure?” And he said there’s no doubt.

I knew and had published from my own whistleblowers that this is a lie. Until now I could not prove it. But today I can absolutely prove it, due to the judgement at the High Court case which gave permission for new blood samples to be taken from the Skripals for use by the OPCW. Justice Williams included in his judgement a summary of the evidence which tells us, directly for the first time, what Porton Down have actually said:

The Evidence
16. The evidence in support of the application is contained within the applications
themselves (in particular the Forms COP 3) and the witness statements.
17. I consider the following to be the relevant parts of the evidence. I shall identify the
witnesses only by their role and shall summarise the essential elements of their
evidence.
i) CC: Porton Down Chemical and Biological Analyst
Blood samples from Sergei Skripal and Yulia Skripal were analysed and the
findings indicated exposure to a nerve agent or related compound. The samples
tested positive for the presence of a Novichok class nerve agent OR CLOSELY RELATED AGENT.

The emphasis is mine. This sworn Court evidence direct from Porton Down is utterly incompatible with what Boris Johnson has been saying. The truth is that Porton Down have not even positively identified this as a “Novichok”, as opposed to “a closely related agent”. Even if it were a “Novichok” that would not prove manufacture in Russia, and a “closely related agent” could be manufactured by literally scores of state and non-state actors.

This constitutes irrefutable evidence that the government have been straight out lying – to Parliament, to the EU, to NATO, to the United Nations, and above all to the people – about their degree of certainty of the origin of the attack. It might well be an attack originating in Russia, but there are indeed other possibilities and investigation is needed. As the government has sought to whip up jingoistic hysteria in advance of forthcoming local elections, the scale of the lie has daily increased.

On a sombre note, I am very much afraid the High Court evidence seems to indicate there is very little chance the Skripals will ever recover; one of the reasons the judge gave for his decision is that samples taken now will be better for analysis than samples taken post mortem.

The state and corporate media now have evidence of the vast discrepancy between what May and Johnson are saying, and the truth about the Porton Down scientists’ position. I am afraid to say I expect this to make no difference whatsoever to the propaganda output of the BBC.

The Victoria Skripal saga continues, new revelations (not an April Fool one this time, promise) from mk.ru as she prepares to travel to the UK next week to take Julia back to Russia and talks of the mysterious girlfriend of Sergei Skripal, Nelly (with photo)

    http://www.mk.ru/incident/2018/04/01/taynaya-versiya-otravleniya-skripaley-sestra-yulii-rasskazala-o-zaveshhanii.html

“Who is this mysterious stranger?” – we asked Victoria at the exit from the cynological center.

    – I do not know. Maybe Julia’s boyfriend showed up and did it on purpose so that I would not take Noir. In general, I consider him very strange. We once, in 2013, called in to Yulia. She then lived with him in his father’s apartment on the Autumn Boulevard. So he did not come to us, did not say hello. This young man is like a phantom. After everything happened, he did not even say “meow”.

    – You have already stated that he or his family may know something about poisoning. Do you still hold this opinion?

    – Well, if you do not take politics into account, then the household version comes to the fore. In 2016 Sasha came to Yaroslavl (the deceased son of Skripal).) and Julia. The son of Sergei Viktorovich showed pictures of Anna, said that he loved her. Julia also said that she was going to the wedding, but did not particularly talk about her chosen one. According to her, his mother did not take the daughter of a spy. He also knew her schedule when and where she would go with her father, that on March 1 they would go to the cemetery, then to the pub. The British media wrote that in the institution eyewitnesses saw how Julia handed him a box. This gift could also be from him? There is another fact about which no one knows. In late February, Julia received a general power of attorney from Sergei Viktorovich, so she had the opportunity to dispose of the secret account of her deceased brother Alexander, inherited by his father.

I find it hard to keep up with all the posts, so I hope this is not repeat info:

    https://www.rt.com/uk/422911-uk-staged-skripal-poisoning-theory/

    Excerpt:

UK may have staged Skripal poisoning to rally people against Russia, Moscow believes:

“London’s reluctance to share information on the poisoning of former double agent Sergei Skripal has led Moscow to strongly suspect that it was the actual perpetrator of the crime, the Russian ambassador to Britain said.”

Back to me. The MSM will doubtless call this official statement a bizarre conspiracy theory.

    • Emily

UK may have staged Skripal poisoning to rally people against Russia, Moscow believes:

Shame Dr David Kelly isn’t alive to give us his view on the subject…..

      • Mark

The UK is now such a divided rag bag country of self interested groups and misfits I doubt its capable of rallying against anything.

    • Merkin Scot

“Back to me. The MSM will doubtless call this official statement a bizarre conspiracy theory.”
      .
On the Beeb last night we had some swivel-eyed type telling us that more than one denial by Russia is an admission of guilt.
The English legal system seems to be heading for an American style ‘plea denial’ system whereby the accused ‘has’ to plead guilty, or else.
The sooner we get away from elected politicians who are acting in the best interests of foreign governments the better.

      • Paul Hunter

“The sooner we get away from elected politicians who are acting in the best interests of foreign governments the better.”

That’s a big ask as we live under elective dictatorship (i.e., once in they follow their true agenda), with the MSM manufacturing consent (opinion control). I don’t know how to fix that.

        • Emily

We certainly live in an elective dictatorship – Lord Hailsham |I believe.
And that elective dictatorship can be won on less than 40% of the vote – as did the Tories in 2015.
We also live in effectively, a one party state.
There is purely tissue paper between the lib/lab/con.
          Blair
          Cameron
          May
          Spot the difference?
We need to introduce PR – fair voting and do away with what is virtually a duopoly- certainly not a democracy.
We use PR to elect MEPS.
We use a slightly different form of PR in our three regional parliaments.
It is over time it was introduced in to the general election to break the power of the two main parties – as the SNP was able to do in the Scottish parliament,
21 European countries use PR as do many – probably the majority – of other democracies.
NZ moved from FPTP to PR some years ago for instance.
          A great success.

          • Paul Hunter

Yes it was Lord Hailsham – I remember him using the phrase on the BBC.

I can remember the newspapers being full of hostility towards the Alternative Vote referendum in 2011 (opinion control), and they got their way with 67.9% rejecting it. So in any election, and I agree PR would be better, how do you get past the MSM perception management boys?

          • MightyDrunken

Totally agree with you and Paul. There are many things that would help “fix” the UK. I think the single most important change would be changing FPTP to almost anything else. PV would do it, for sure.
The propaganda against AAV was terrible, yet another case of people voting against their own interests. “Strong government”, really meant government which ignores the people.

This morning I watched the Oksana Boyko interview with the father of Alexander Litvinenko in the light of the Skripal narrative. Walter is a doctor by profession and he firmly believes that the CIA and MI6 are behind the death of his son and suspects the same in the most recent case if it turns out that the Skripals were poisoned. He reflects the mood of Russia (only 3% of the population think that Putin may have had anything to do with the Skripal poisoning). It is hardly surprising that we do not hear of Walter Litvinenko and his point of view here in a countries where everything bad that happens is blamed on Russia.

    Well worth watching.

    https://www.rt.com/shows/worlds-apart-oksana-boyko/422891-uk-skripal-evidence-moscow/

    • Paul Hunter

I saw that too and in it, it was revealed that, according to one poll, 43% of the British public think that Russia is a threat to the UK, whereas (according to another poll), only 6% of the Russian public think that the UK is an enemy of theirs. All I can say is those poor saps in Russia need educating on the vitriolic levels of Russia hating that goes on in what passes for the “free” press and TV in Britain.

Walter Litvinenko also said he wonders if the Ukraine could be behind it.

      • John Goss

Yes thanks Paul. What was most revealing to my mind was the way he accused the Brits (that’s my lot) of using Scaramella as a witness to excuse himself and point the finger at Lugovoy and Koftun. Many sources today are pointing a finger at Scaramella. At least there are questions to answer.

Another interesting, though diverse and almost insignificant, point from the interview is the pronunciation of the surname Litvinenko. We stress the last syllable (Oh) whereas it is clearly unstressed and should sound more like a soft A (Ah), i.e. pron: Litvinenkah.

        • Paul Hunter

“Yes thanks Paul. What was most revealing to my mind was the way he accused the Brits (that’s my lot)”

          That’s my lot too John!

          • John Goss

I wrote this two years ago (can it be so long?).

“On his deathbed, Alexander Litvinenko accused the Italian academic, Mario Scaramella, of poisoning him. Scaramella is a self-acclaimed expert in nuclear waste and worldwide locations of nuclear waste, and another man with a dark past. Yet his name has been left out of the equation by the press for long years while the blame-Putin diatribe has been milked till the cows come home. The inquiry mentions that Litvinenko accused Scaramella of his murder in the first statement he made regarding his illness, but Sir Robert concludes that Litvinenko’s confidence in being trained as an agent to recognize who his killer was let him down at his death. The inquiry makes it clear that Litvinenko had long been critical of Putin, citing an open letter from 1998 but does not conclude that his judgement in allegedly accusing Putin was impaired. It was only impaired with the very clear and repeated accusation against Mario Scaramella. Mr Scaramella was hospitalized in London after testing positive for polonium 210.[4] He met Litvinenko before Lugovoy and Kovtun on the same day. That is not to say that Scaramella was involved in Litvinenko’s death. That is why there should be an inquest.”

AV is a terrible system and rightly rejected.
I am told the Libs wanted the referendum on PR but Cameron and the Tories wouldn’t touch
Judging from the figures of AV, PR – much more popular and fair could probably have passed.
The last thing the Labs and Cons want.
In 2015 this was the voting.
    UKIP 4,000,000 votes 1 seat.
    SNP 1,500,000 votes 56 seats.
Tories 11,000,000 votes 331 seats and an overall majority on less than 40% of the vote.
How can you call that democracy, it is an insult to the word.
Under PR UKIP would have won 83 seats.
In the recent German election – under PR – the AfD won a slightly smaller percentage of votes than did UKIP. in 2015
They have 90 odd seats in the German House.
After that election 5 party leaders and over 1,000,000 of us Brits signed a petition calling for PR.
Cameron and May as Home Sec in one of their most disgusting of many lies – lied blatantly to block it.
They claimed that the referendum on AV was actually a referendum on PR (They are vastly different) and as the people had voted against PR in the referendum – he had to refuse the petition.
And the media and politicians let him get away with that totally bogus claim
No one disputed that lie – anyone who tried was censored and silenced..

    • Paul Hunter

      Emily,

“I am told the Libs wanted the referendum on PR but Cameron and the Tories wouldn’t touch”

Thank you, I did wonder why the referendum was on AV rather than PR.

    • Mark

The two old dominant political parties are not going to allow a PR system that breaks their duopoly, no way. The turkeys ain’t voting for an early Christmas.

    • MightyDrunken

“AV is a terrible system and rightly rejected.”

Sorry, that is not true when compared to first past the post. The reason is simple, FPTP often forces you to try to vote strategically, if you hate the Conservatives and most like the Green party a sensible voter is likely to vote for whoever will beat the Conservatives and the Green preference is never acknowledged. At least with AV you can actually vote with your intentions and put Greens first and your “Conservative hate vote” second. This means that minor parties will always stay minor until huge social pressure builds up. There are certain situations where AV gives weird results, but these are rare and FPTP is worse. In fact there is no perfect system, see Arrow’s impossibility theorem.
Even more importantly, by voting against AV, people voted for FPTP in the minds of the Establishment and therefore the media. Neither Labour or the Conservatives have any intention of changing the system that benefits them. Therefore the chance will not occur again in the foreseeable future.

But Paul Barill has also been accused of providing arms for the Rwandan Genocide:

That does not, of course, mean he is wrong about the Litvinenko and Berezovsky murders, and the Skripal case.

    • Pyotr Grozny

Yes indeed, the Nazis were right about who perpetrated the Katyn massacre but it took nearly 50 years for other governments to start to agree.

    • Sean Lamb

Probably because they sulking that The Sun scooped them with the poisoned porridge story.

      • Ivan

One would have thought that since Ms Skripal is talking, the reporters would banging on the hospital doors to get at least a photograph. But no, the feral press, has apparently been instructed to let it go. Hmmm…

        • Ivan

My theory is that since they have turned to concentrate their attention on getting Corbyn out, anything that would make him look good, such as a memory jog that in the light of subsequent events, he had wisely called for moderation against the Russians, is now forbidden.

        • John Goss

I would call our press anything but feral Ivan. Craig Murray calls reporters “stenographers” and Paul Craig Roberts calls them “presstitutes” which are terms to my mind much nearer the mark. I think you mentioned yourself earlier about the lack of press communication with the medical staff on the case. Journalists today just work to an agenda – the bulk of them.

  • Billy Bostickson

Russian friends keep on referring to Skripal’s large house in Spain, connections with Ukrainian mafia and great wealth.

This seems to have been reported in Russia but I haven’t seen mention of it in the UK media,

Has anyone see that? Any evidence?

    “SP”: – A Skripal climbed?

    – Reports on the financial state of Sergei Skripal have been published. He turns out to have a house in Britain for 270 thousand pounds, a house in Spain for 210 thousand pounds and in the bank account was 450 thousand pounds. Where does this money come from a simple British intelligence officer? Even if he was in charge of Kiev. And MI-5 found out that he constantly flew there. In addition, he flew to Odessa. He could be involved in smuggling. It is known that Kolomoisky and Saakashvili sold what came from England to Ukraine.

    http://svpressa.ru/society/article/195505/#

By the way, this same thing, on the Ukrainian track, in an interview with “SP” spoke and Vice President of the “Association of veterans of the special services” Berkut “Valery Malevanny . According to him, Skripal once worked for the Ukrainian mafia. Namely: the oligarch Alexander Perepelichny , who was killed in 2012 in London under unclear circumstances.

I don’t believe the Press has voluntarily dropped the Skripal story. There was virtually nothing in the Times on Saturday for instance. It is completely out of character for the UK media to let it go like this. I think pressure has been brought to bear.

I got to para 2 where it said “originally developed in Russia” and sent them an email saying that surely it should read USSR rather than Russia.

Something not right here, a lot of the photos of julia end sergei skripal have been credited to east2west media group. Even the photo of viktoria skripal in the daily mail of 29 march is from east2west news. East2west media group is based in georgia usa and specialise in photos and videos…

Still do not see how they are going to square the circle: two victims of a Novichok agent recovering.

    • Brian Davey

Mary Paul – How about “because Porton Down developed antidotes which is why they need more money”? I am not saying that happened but it would square the circle enough for most people who take their opinions and worldview from the newspapers..

      • Mary Paul

But to develop antidotes they would need originals to test on, and they have denied that . To date anyway.

  • Dave54

Just read sunday times april 1 2018, skripol case not mentioned in entire paper….small anti-putin article on page 29, says “recent nerve agent attack in salisbury which could have cost the lives of many people”…nothing in the letters to the editor section…main news is all anti corbyn, disgraceful full page photo montage of anti semitic quotes he hasn’t made on page 9…really disgusted.

    • Mary Paul

This is my point, there is some sort of blackout being imposed on the story. This is not just disinterest by the press. In normal circumstances there would be at least a two page story and a map showing the contaminated areas, but some “informed” opinion.

      • Mary Paul

sorry should have read “plus” some informed opinion in above comment, not “but” above.

‘Four days to declare a Cold War’: http://www.voltairenet.org/article200232.html

‘The British government and certain of its allies, including US Secretary of State Rex Tillerson, have attempted to launch a Cold War against Russia.
Their plan was to fabricate an attack against an ex-double agent in Salisbury and at the same time a chemical attack against the « moderate rebels » in the Ghouta. The conspirators’ intention was to profit from the efforts of Syria to liberate the suburbs of its capital city and the disorganisation of Russia on the occasion of its Presidential election. Had these manipulations worked, the United Kingdom would have pushed the USA to bomb Damascus, including the Presidential palace, and demand that the United Nations General Assembly exclude Russia from the Security Council……’

‘…Meanwhile, a debate was under way at the UN Security Council concerning the situation in the Ghouta. The permanent representative for the US, Nikki Haley, declared – « About one year ago, after the sarin gas attack perpetrated in Khan Cheïkhoun by the Syrian régime, the United States warned the Council. We said that faced with the systematic inaction of the international community, states are sometimes obliged to act on their own. The Security Council did not react, and the United States bombed the air base from which al Assad had launched his chemical attack. We are reiterating the same warning today ».
The Russian Intelligence Services handed out documents from the US staff. They showed that the Pentagon was ready to bomb the Presidential palace and the Syrian Ministries, on the model of what it had done during the taking of Baghdad (3 to 12 April 2003)….’

‘…Bypassing the official diplomatic channels, Russian Chief of Staff General Valeri Guerassimov contacted his US counterpart General Joseph Dunford to inform him of his fear of a false flag chemical attack in Ghouta. Dunford took this information vey seriously, and alerted US Defense Secretary General Jim Mattis, who referred the matter to President Donald Trump. In view of the Russian insistence that this piece of foul play was being prepared without the knowledge of the Pentagon, the White House asked the Director of the CIA, Mike Pompeo, to identify those responsible for the conspiracy.
We do not know the result of this internal enquiry, but President Trump acquired the conviction that his Secretary of State, Rex Tillerson, was implicated. The Secretary of State was immediately asked to interrupt his official journey in Africa and return to Washington….’

So that’s how poor old Tillerson ‘bit the dust’, jobwise. And if the article is correct, a Syrian headchopper’s ‘CW False Flag op will not reap the expected Western attack on Damascus.
Poor old May, Johnson, Williamson and all – Russia 2 – 0 Fools & Knaves (UK).

  • Mary Paul

I am still puzzled as to what made Macron change his mind, after France’s initial response to the poisoning was that they would wait to study the evidence. This is the report that appeared in Euronews from a Reuters correspondent on 15 March:

“France said on Thursday it agreed with Britain that Russia was behind a nerve agent attack on a Russian ex-spy in England”, President Emmanuel Macron’s office said in a statement. “Since the beginning of the week, the United Kingdom has kept France closely informed of the evidence gathered by British investigators and evidence of Russia’s responsibility in the attack,” the president’s Elysee office said, following a phone call between Macron and British Prime Minister Theresa May.

“France agrees with the United Kingdom that there is no other plausible explanation and reiterates its solidarity with its ally,” the statement said. A few hours later on Thursday, France, Germany, the UK and the US released a joint statement blaming Russia for the attack on Sergei Skripal and his daughter in Salisbury, southern England, saying the case “threatens the security of us all”.

As to the photograph a Russian blog “Notes of a Happy Pessimist” says it is a pizzeria,

    https://rovego.livejournal.com/7805126.html

The author asks who is the photographer in the mirror and that his business there is not know. He also notes that there are two glasses and a bottle on the table. He also says that there is at least one person who does not drink beer.

My take is that they have just sat down in the restaurant for an appetizer. It looks like Yulia is drinking something like Irish Coffee. As well as the bottle on the table there is a bottle on ice to the left. Looks like they might be settling down for a session! Photos I’ve seen of Zizzi’s do not make it a likely candidate nor those of The Mill. Surely someone from Salisbury knows where it is.

    • Billy Bostickson

Don’t get your hopes up, I asked people to help me identify the wine bottle in one photo, and zilch.

Talking of identification, here’s a nice little puzzle for Brother Cadfael or even Watson:

I have been trying to identify the boyfriend and parents again after the information published in mk.ru by Lev Speransky and Ekaterina Sveshnikova (http://www.mk.ru/politics/2018/03/25/otravlenie-sergeya-skripalya-my-nashli-strannogo-boyfrenda-yulii.html) made me doubt my original identification.

I identified a new person but would like someone else to have a go and see who they come up with.

      Here are the clues:

The article states that they use a pseudonym for the boyfriend, “Stanislav”, although they know his name.

      Who is Stas?

He is an economist by training, graduate of the State University of Management.

In 2014 he defended his thesis at the Moscow State University at the Department of Economic Sociology and Marketing of the Faculty of Sociology.

Later he published a number of articles on social investment.

However, Stanislav writes not only scientific works, but also poems ..

On the Internet there is a whole collection of his works. Verses here for every taste – there are philosophical, and love lyrics, and even religious.

Stanislav’s mother before the country was marked by the government’s honorary diploma in 2008.

she was in charge of the enterprise of the Federal Agency for State Reserves for the Central Federal District.

since 2014, she heads an NGO with an authorized capital of 5 million rubles.

area of activity is development in the field of corporate security systems, integrated technical control, as well as scientific research in the core field.

In the same structure, Stanislav himself works.

We do not pretend to assert, but it is very likely that the enterprise is closely connected with the power structures.

mother did not really welcome the son’s relationship with Julia.

friends called Stas. He prefers not to discuss the situation and limited communication – his phone does not answer calls from unfamiliar numbers, he also ignores the messages from the journalists of “MK”.

We visited the family of Stanislav in Podolsk near Moscow,

Stanislav’s mother, as she told about herself, works as a chief accountant.

Every morning at exactly 7.00 near the entrance it is waiting for a jeep with a personal driver.

father had surgery on the heart, he sits at home. Now, probably, they are at the dacha.

      – What can you say about Stanislav?

“A fine young man!” Helped us to repair the computer.

The last time he was seen on March 20 in a black “Land Rover” on a paid parking near the house.

Come on, resident Russian experts, see who you can find!

      • G.Bng

I also read the photo was not from 4th March and that it was from Yulia’s facebook page.

In respect of who took the photograph today’s press has several pictures of the brother Alexander and even though
there is only a part reflection of the photographer in the mirror comparing photos I would say it was most certainly him.

      • G.Bng

If you are still looking for the make of wine the photo in the link below shows the full label. The name begins with TA… and it has a logo of a bulls head, (so probably of Spanish origin), in the centre top of the label very similar to “Toro Loco” wines, sold in many places including Aldi. However, and even though the photo isn’t good enough to successfully zoom it doesn’t appear to have the iconic corkscrew underneath the head part of the Toro Loco brand logo so it probably not Toro Loco merely a copycat.

Thanks to John Helmer in Moscow for having the courage to report this (I asked him to help):

The British public telephone is two years short of a century old. The Salisbury Hospital has dismantled the outdoor models because it is now possible for patients to receive and make telephone calls from their bedside. The hospital has contracted with a company called Hospedia to provide patients with personal access to telephones (television, internet, games too). The patients must pay.

The business of overcharging them for incoming and outgoing calls was such a corrupt scandal, Hospedia’s predecessor company went bankrupt. The Royal Bank of Scotland took over the assets, and then went even more corruptly bankrupt itself. So the bank sold the hospital telephone business to Marlin Equity Partners. That company presently controls most British hospital patient telephones; it is an American group specializing in investment in signal and cyber operations of every sort. It is based in Los Angeles and London.

If you are Yulia Skripal, you are likely to want to use Salisbury Hospital’s Hospedia telephone system to call home in Moscow. There she has a family consisting of a grandmother and a cousin; an uncle lives in St. Petersburg and another cousin in Primorye. All of them have been identified by name and address in the Russian press. Yulia Skripal also has a fiancé with whom she was living, and about whom considerable detail of his marital intentions, occupation, mother, father, home address and black Land Rover have also been published. Their 90-second telephone call before Yulia took off on her fateful Aeroflot flight to London on March 3 has been published. So have details of her father Sergei’s request that she bring him packages of kasha and bay leaf in her luggage. Even the address of the pet hotel where Yulia Skripal’s dog Noir is staying at Rb800 per day is reported in the free Russian press.

Two Moscow reporters have specialized in this investigation – Lev Speransky and Yekaterina Sveshnikova. They have also published excerpts from the Skripal family photo album. Their evidence is that Yulia Skripal is human enough to want to call home.

However, she cannot do so. Salisbury Hospital officials, who have confirmed her capacity to listen and speak by telephone, will not say why.

On March 22, a High Court judge ruled in London that Yulia Skripal was almost totally incapacitated. She was alive, comatose, stable medically, but “unable to communicate in any meaningful way… It is not possible to say when or to what extent Mr or Ms Skripal may regain capacity.” For the court judgement, click to open. For the larger story of the court proceeding, read this.

High Court Justice David Williams (right) repeatedly decided he knew what the Skripals would want if they could talk. He wrote that they “would wish for the further analysis [of blood samples]”; that testing for poison was what they “would wish be conducted and they would want to assist in that by providing samples”; that they “would be likely to want to support the work of the international body [Organization for the Prevention of Chemical Weapons] set up by international law knowing that its processes are unimpeachable”; and “they would want to support the UK Government in taking steps on the international plane to hold those responsible to account.”

Despite this volubility of the Skripals, the judge didn’t say whether they would wish to use the telephone to take a call or make a call with their next of kin. He ruled instead that in their comatose state, “it did not appear practicable or appropriate to seek the views of others who might be interested in the welfare of Mr Skripal (his mother perhaps) or Ms Skripal’s (perhaps a fiancé).”

Williams wrote that on March 22. Three days later, Speransky and Sveshnikova reported in Moskovsky Komsomolets (MK) how the court and the hospital could get in contact with both Skripal’s mother, Yulia’s grandmother, and Yulia’s fiancé. By then, and for several days earlier, Yulia’s Moscow cousin Victoria Skripal had reportedly made telephone contact with Salisbury Hospital and with the Russian Ambassador to the UK, Alexander Yakovenko. Yakovenko requested proofs of Victoria’s identity and relationship, and Victoria has told reporters Speransky and Sveshnikova that she provided them.

Justice Williams also ruled there was no legal obligation for the Russian Embassy in London to be informed by the hospital or the government “pursuant to Articles 36 and 37 of the Vienna Convention on Consular Relations of 24 April 1963 as Ms Skripal is a Russian national.” The reason the judge gave was that because Article 37 had not been incorporated in domestic British law, it did not apply to the case of Yulia Skripal.

Noone in court challenged this. Neither the court-appointed lawyer for Skripal, Vikram Sacheva, nor the judge appears to have known that a bilateral consular convention between the United Kingdom and the Soviet Union was ratified by the British parliament and became legally binding domestic law in 1968; it is much more explicit than the Vienna Convention. The treaty text, signed in Moscow in 1965 and presented to the House of Commons in November 1968, can be read here.

Russian Embassy access to Yulia Skripal is required by Articles 30, 31(f), 35 and 36. The last of these is the most explicit. In British statutes the word “shall” means must — obligatory, mandatory, required, no discretion allowed.

For a detailed review of the law, read Alexander Mercouris.

Article 36(1)(a) makes it illegal under British law for the British Government to prevent Russian Embassy officials from having access to Yulia Skripal in hospital directly or indirectly. One of the indirect measures the Russian Embassy has yet to take is the engagement of British lawyers to represent her in a court action for habeas corpus and to require the Home Office to justify to a judge the restrictions they have imposed on Skripal at the hospital; for details, read this.

The second sub-section of the Article makes it illegal for the Salisbury Hospital to prevent Yulia Skripal communicating with Russian Embassy officials in London and their lawyers, or vice versa.

On March 29, the hospital reported she was “improving rapidly and is no longer in a critical condition. Her condition is now stable. Her father remains in a critical but stable condition.” The British state radio has reported “separate sources that Ms Skripal is conscious and talking.”

Following these reports, the head of the hospital Cara Charles-Barks (right) and her two press spokesmen were asked what telephone contact Yulia Skripal has made with her next of kin in Moscow. They are refusing to answer. They were also asked to clarify the hospital’s policy on contact between patients and next of kin, and to give their legal authority for blocking communication between Yulia Skripal and her next of kin in Russia. They do not reply.

Yesterday Speransky reported that cousin Victoria Skripal is applying for her international passport so she can travel to Salisbury. She has yet to file for a British visa. “I hope I will be able to understand something there on the place,” Victoria Skripal told the newspaper.

A photo has been published of Skripal’s missing girlfriend, Nelly: http://www.mk.ru/upload/entities/2018/04/01/articlesImages/image/28/7c/38/94/6adf4a8ca74218515ca18e72341d3057.jpg

There’s another woman named Nelly.” Have you seen a photo of social networks where Julia is standing, a woman of short stature with a square and Sergey Viktorovich? So that could be it. Nelly was the leading gynecologist of the USSR. When Sergei Viktorovich was a diplomat, he was in charge of medicine. So I met her. Her husband is also a medic and also died. I know that she came to Uncle Seryozha

    • Mary Paul

I thought his girlfriend was British and lived in Salisbury? Maybe I have got confused.

      • Billy Bostickson

Me too! I think that’s the aim, infobesity, information overload, cognitive dissonance, bystander syndrome or suitcases, porridge, bay leaves, BMW door handles, perfume, aerosols, etc…

        • Maggie Phelan

Absolutely on the nose Billy… Cognitive dissonance – tick.
Because the sheep have had an information overload.
They have all on keeping a job and amusing the kids to bother.
Either that or they have zoned out on booze and drugs.
Plus they have seen it and heard it all before. 7/7? Woolwich?
We were all whipped into a frenzy by the MSM presstitutes, frothing at the mouth for vengeance, and then…….
Armed Forces recruitment drive never did so well.

We have all noted how diplomatic language is very carefully phrased to tell only that part of the truth we are supposed to know. Russia has been careful to state on various forums, that Russia destroyed its stock pile of chemical weapons, supervised by the OPCW and that it does not have Novichok and Russia is not developing it.

At the time the Russian chemical stockpile was destroyed, Novichok was not listed as a specific chemical weapon. And Russia may well be telling the truth when it says it does not have chemical weapons now and Russia is not developing Novichok, but what if Syria is doing it for them, by proxy? Then they would still be telling the truth, just not all of it.

As I pointed out previously, the SSRC laboratory (known as CERS) in Syria has long been accused of having a chemical weapons research programme. “Jane’s Information Group Intelligence Services and other analysts believe [CERS] is responsible for research and development of nuclear, biological, chemical and missile technology and weapons, including ballistic missiles, as well as advanced conventional arms. Western intelligence agencies believe that the Syrian procurement structure for biological and chemical weapons uses the Scientific Studies and Research Center as cover. The center has received the required expertise, technology and materials from Russian sources to produce VX nerve gas. Wikipedia].

In a recent interview, Boris Veledensky, a former GRU agent like Skripal, says that CRES is run with the aid of Russian money, technology and scientists. And Russia has continuously vetoed UN resolutions for the OPCW to investigate the use of chemical weapons in Syria. Syria.https://edition.cnn.com/2017/11/16/middleeast/un-syria-chemical-weapons-russia-veto/index.html

So it is possible that another country eg Syria could be developing it, while Russia can genuinely claim that it is not.

I am not saying Russia carried out the attack, I still cannot hazard a guess who did it as it does not make sense on any rational level for anyone to have done it. Neither side seems to me to be telling the truth about the events surrounding it. My sister and my son represent totally opposite sides of the political spectrum. Both believe it was the work of rogue elements in the Russian secret service.

    • Pyotr Grozny

I very much like your opening sentence. Does ‘of a type developed by Russia’ then mean that Russia continued to develop, even if in a small way, something originally developed by the USSR ?

    • Paul Barbara

      @ Mary Paul April 2, 2018 at 17:23
Both Russia and Syria have bent over backwards to get proper Chemical Weapons investigations done in Syria, time and time again.
The reason Russia vetoed that resolution was because of the way it was worded, and the way investigations were done.

      ‘…Russian objections
Nebenzia said Russia’s issue was not with the work of the investigators, but with their mandate. Russia vetoed an October resolution to extend the mandate, saying the group is prejudiced against Russia, and on Thursday the ambassador again cited “flaws” with the investigators’ work.
“There was nothing balanced in the US draft resolution. There was nothing balanced there,” Nebenzia told the council.
Russia put forward its own resolution on extending the mandate, but it was rejected after receiving only three votes in favor….’

‘Statement by the Foreign Ministry in connection with attempts to distort Russia’s position regarding the vote on a Draft UN Security Council Resolution to Extend the Mandate of the Joint Investigative Mechanism’:
      http://russiaun.ru/en/news/zayvpojim

I have no doubt all the CW attacks in Syria have been False Flag provocations by the West’s proxy mercenary headchoppers, as are reputable investigative journalists who have been there many times such as Vanessa Beeley and Eva Bartlett (if you are not familiar with their work, I suggest you search out some of their reports and videos).

As for Syria making nerve gases for Russia, you have to be joking. Russia would risk that, knowing Western and Israeli Intel are watching Syria like hawks (or rather, like vultures)?
All it takes is a decent lab and the know-how; if Russia wanted to make the stuff, they could do so in Russia with no problems at all.

I think we know who runs the UN – the man who pays the piper calls the tune, so it won’t be easy to get an unprejudiced result from them.

    • G.Bng

I don’t think there is much possibility that Syria is developing chemical weapons… not with Israel next door. Take into account that the Russian vetoes against the OPCW investigating the various alleged uses of CWs by the Syrian state (or by the Assad regime whichever if you prefer) is not an outright veto on the basis of nothing more than because they can, but a caveated one since Russia has tried to include conditions that would make the investigation more open, independent, and fairer and not just another exercise by the West so as to give another excuse for them to bomb Syria and force regime change as they did with Iraq, Libya, etc.

By a piece of detective work I am pretty sure that the photograph of the Skripals without metadata was taken in The Mill at The Maltings, Salisbury. One reason metadata may have been removed is to prevent anyone from knowing the time of the photograph. What can be understood by “several hours” or “a few hours” before they were found on a bench is anyone’s guess. Is it two hours, twenty four hours or what?

The giveaway is the half-pint glass in Sergei Skripal’s hand. It has a distinctive vertical red logo with white letters and is a Peroni Nastro Azzurro half-pint glass like these.

    http://www.monarchycatering.com/peronihalfpintbeerglasses6.html

The Mill is one of the Greene King Local Pub chain and provides some speciality bottled beers. It describes this lager as “PERONI NASTRO AZURRO (5.1% ABV) 330ml (5.1% ABV), Crisp and refreshing lager with an unmistakable character and a touch of Italian style.”

It does not help with the identity of the photographer. His camera does not look like a press photographer’s apparatus, more the kind of thing James Bond might carry.

  • Stephen

So now we learn that the OPCW have said that the Russian members are to be excluded from sample collection, sample testing and decision making at the behest of the UK government. What is the point of it being called impartial if our government can dictate all the terms on how an international organisation does it’s investigation. This is looking like it will be the same faked report as the one for the Khan Sheikhun after the samples were collected by terrorists and given to the French (guess that’s why they have been involved here) before be given to a handpicked OPCW team which also excluded Russian members of the OPCW. Do they think all the EU nations will believe the same load of crap twice.

Valentina Lisitsa summed up in english the main points of Skripal’s cousin interview to russian media
    https://twitter.com/ValLisitsa/status/980719919967940609

    I especially loved points 6/7 ^^
    6. Asked about the possible motives for poisoning, she denies any political causes but instead drops something of a bombshell :
Julia has just inherited in February her deceased brother’s secret bank account, worth $200000, huge money for an average Russian.
    7. She says the money, held in a secret bank account in Russia, came from the divorce settlement. Sergey #Skripal has just given his daughter the-power-of-attorney to access the account.

    full translation should land there

This story is in all the British tabloids. Good thing if it makes readers question the British government line but I don’t see how it provides a motive for attempted murder.

  • Billy Bostickson

@Rototo Yes, that was posted here 3 days ago, it was published in mk.ru:

    http://www.mk.ru/incident/2018/04/01/taynaya-versiya-otravleniya-skripaley-sestra-yulii-rasskazala-o-zaveshhanii.html

  • Billy Bostickson

    @Rototo

The odd thing is that nearly 20 days later we still don’t know the boyfriend’s name with 100% certainty, nor the boyfriend’s parents:

Here are the clues (published in mk.ru by Lev Speransky and Ekaterina Sveshnikova (http://www.mk.ru/politics/2018/03/25/otravlenie-sergeya-skripalya-my-nashli-strannogo-boyfrenda-yulii.html):
